The International Shooting Sport Federation (ISSF) held two additional Town Hall sessions on 28 October 2026 as part of the ongoing consultation process regarding the proposed transfer of Shooting Para Sport governance from the International Paralympic Committee (IPC) to the ISSF.

The online sessions provided Member Federations and the wider shooting sport community with another opportunity to learn more about the proposal, understand the planned transition and raise questions directly with the ISSF leadership and the Working Group overseeing the process.

The Town Halls were presented by Adam Sachs, member of the ISSF Working Group overseeing the proposed transition, together with the other members of the Working Group. ISSF Secretary General Alessandro Nicotra di San Giacomo was also present and delivered encouraging words to participants, reaffirming the importance of engaging with the shooting sport community throughout the consultation process.

The sessions covered the same core topics, including the rationale for the proposed transfer, the ISSF’s vision for Shooting Para Sport, the implications for Member Federations, and the next steps leading to the decision scheduled for the ISSF General Assembly in December 2026.

A unified future for shooting sport

The presentations outlined the strategic rationale behind the proposed transfer, following the agreement announced by the ISSF and IPC in March 2026.

The ISSF explained its vision of bringing Olympic and Paralympic shooting under a unified international federation structure, guided by the principle “One Family – Stronger Together”. The proposal aims to strengthen alignment across technical standards, workforce development, competitions and athlete pathways, while creating opportunities in media, commercial activities and the long-term development of the sport.

The discussions also highlighted the strategic significance of shooting remaining part of both the Olympic and Paralympic programmes. Subject to approval by Member Federations, the transfer would strengthen the position of the ISSF within the international sporting landscape and support the growth and sustainability of shooting sport.
Next steps towards the December General Assembly

The consultation process will continue ahead of the ISSF General Assembly in December 2026, when Member Federations will vote on the proposed transfer agreement between the ISSF and IPC, as well as the establishment of an ISSF Para Committee through an amendment to the ISSF Constitution.

If approved, the transfer would take effect from April 2027, followed by a two-year transition period extending through the end of 2028. During this time, the ISSF would work with Member Federations and relevant stakeholders to support the integration of Shooting Para Sport while maintaining continuity for athletes and competitions.

The additional Town Hall sessions formed part of the ISSF’s continued commitment to open dialogue and information-sharing with its Member Federations and the wider shooting sport community. The feedback and questions raised during the consultation process will help stakeholders prepare for the decision ahead.
