ISSF updates rules on participation of Russian and Belarusian athletes

The International Shooting Sport Federation (ISSF) has approved an updated version of its rules governing the participation of athletes with Russian and Belarusian nationality in ISSF competitions.

The revisions follow the latest recommendations from the International Olympic Committee (IOC) and the ISSF Statutes and Eligibility Committee further clarify the conditions under which junior athletes may compete as Individual Neutral Athletes (INA). For senior athletes and competitions including the senior category, the IOC recommendations do not foresee any changes to the regulatory framework.
 
Under the updated framework, participation remains limited to individual and mixed team events in Olympic disciplines. A key update confirms that 3-person team events are not permitted for senior INAs, while athletes under the age of 21 (junior athletes) may compete in all events, including team competitions.
 

The ISSF has also reinforced eligibility criteria and the application process, including additional verification measures. At the same time, a simplified approach has been introduced for athletes under 21, who can in principle be granted the INA Status and, thus, compete in ISSF Competitions without any special the eligibility requirements and without an in-depth examination unless specific concerns arise.
 
The revisions include that the restriction from organising or supporting international shooting sport events in Russia and Belarus no longer applies to Belarus.
 
All existing neutrality measures remain in place, including the prohibition of national symbols, flags and anthems, as well as strict rules on uniforms, media interaction and event protocols.

The updated rules enter into force upon publication on the ISSF website.
